  PIPE-3269: improve MPI dispatch and preserve worker logs
  - Execute zero-argument calls and fall back to serial without an MPI launcher.
  - Preserve worker logs and the public tclean command name.
  - Restore RMS task imports and tolerate missing imaging heuristics.
  - Add offline regression tests for dispatch and log preservation.
