  CAS-14815: Improve ASP deconvolution scale optimization instability for imaging with poorly-sampled beams
  - Clamp the fitted PSF width to a minimum of 3.0 pixels to handle poorly-sampled beams.
  - Remove early return in objfunc_alglib to ensure the objective function and gradient are initialized.
  - Clamp scale size lower bound to 0.4 and zero out its gradient when clamped to stabilize optimization at the boundary.
