Previous short description ended abruptly, and had the wrong
parameter value for write_flags_back (it had: write_back_flags).

Test that msuvbin:
* Produces same results, in a clean image, as unbinned data down to 4e-5 in peak value.
  For a single channel, over the full bandwidth.
* Can write flags back to an unbinned MS.
