Deprecate the special string functions (#1509)
* Deprecate the special string functions
By deprecating them, a few last uses of the specialized string functions were found, which have also been addressed.
* Deprecate extra constructor
* Finish rebase
* Formatting
* Fix a few last deprecations
* Replace some final deprecations that somehow don't warn
* Correct comments and warning suppression in String.h
Fix typos in comments and suppress warnings for non-std::string functions.
