  PIPE-3232: return empty plot dict from flagging tasks when weblog is disabled
  Update create_plots() in bandpassflag, gfluxscaleflag, polcalflag, and targetflag to return a dictionary with 'time' and 'uvdist' keys instead of a tuple when DISABLE_WEBLOG is True, preventing downstream TypeErrors.
