  PIPE-3250: Fall back to parent MS in ImageParamsHeuristics.get_ref_msname
  When vislist contains SubMS slices, allow `get_ref_msname()` to fall back to the parent MS if a given SPW (e.g. queried for aggregate bandwidth calculation) is not part of the SubMS slice. This eliminates spurious weblog warnings in findcont when computing representative target continuum bandwidth.
