PIPE-3250: Decouple heuristics visibility scope from SubMS execution targets
- Delegate SubMS.get_spectral_window to parent_ms to provide observation-wide metadata across all project SPWs.
- In makeimlist, maintain target_heuristics.vislist on logical parent MSes while routing physical SubMS slices strictly to CleanTarget.vis for execution.
- Synchronize image_heuristics.vislist with recreated observing_run in auto_selfcal to resolve KeyError during sensitivity calculations in sc_workdir.
