cleaned message formatting slightly. moved the creation of overlimit_spws and oversize_spws out of the conditional blocks, so that they can always be printed to the log - I found this quite useful to debug and understand what was going on. fixing the two more impactful issues found by Ryan; the confusing message still needs to be dealt with PIPE-3127 refactor mitigation to move step 1 error later into spw building loop and add supporting changes PIPE-3127 edited the clause to only mitigate spws if less than the maxcubelimit at the end of step 1 PIPE-3127 step one added spw filter and supporting code changes cubesizes now returned as a dict
