merge casa_to_astropy_frame into existing refcode_to_skyframe
There was already a utility function doing the same as casa_to_astropy_frame, so now added to that function instead of having a separate new one.
first try at converting to astropy coordinate transformations
The difference is quite large still. Will need to further investigate whether this is expected and whether it can be improved.
