  PIPE-1001/PIPE-2922: Pin astropy to 7.2 and update contributors
  - Pin `astropy` to version 7.2 in `requirements.txt`. Since CASA-master builds now include `astropy` (as a dependency for `cubevis`), this pin prevents version rollbacks or conflicts during environment resolution.
  - Add JH to the contributor list in `Contributors.rst`.
