PIPE-3222: Deduplicate edgechans flag commands in h_tsysflag
Edge channel detection is intent-independent. Compute one flagging
view per spw using the union of field IDs across all intents,
rather than duplicating views per (spw, intent) pair.
PIPE-3221: Make applycal field ordering deterministic
Replace set-based deduplication with utils.deduplicate() to preserve field order in applycal CASA commands, ensuring reproducible task logs across runs.
