Separate spectral line and continuum clipping scores, sort each category internally (ascending) so higher clipping appears first, then combine. Ensures QA report displays most problematic SPWs at the top. -

PIPE-3216: Scale VLA clipping QA scores by flag fraction
Replace fixed 0.3 score with linear scaling (0.3 * (1 - flag_fraction))
to ensure SPWs with higher clipping get lower scores and appear first
in QA reports. -
