PIPE-2738: Convert recipes and releases tables to MyST markdown
Replace the wide pipe table in recipes.md with MyST list-table
directives grouped by project (ALMA-IF, ALMA-SD, Nobeyama, VLA,
VLASS). Extract JIRA URLs into reference-style links.
Convert releases.rst to releases.md using MyST list-table syntax.
Split the Resources column into separate Documentation and Download
columns with full filenames. Add PL2025 ALMA/Cycle-12 release entry.
Shorten Pipeline-* prefixes in older version labels.
