PIPE-2875: created top level tests directory with regression subdirectory; moved regression_tester.py to regression subdirectory and moved tests out and into fast and slow subdirectories; moved regression_tester_test.py to regression subdirectory; removed pytest.ini file in favor of passing pytest configurations in pyproject.toml file
