Fixed expired deprecation gh-22004.
Replaced np.int_ with int
Reverted the changes to int8,16,32,64 and float16,32 as they are not deprecated.

Fixed SyntaxWarning: "is" with a literal.
Fixed np.complex and self.assertEquals deprecation warnings.
