added rerefant to the uTest_list json file
Updated the test cases to match the new req docs on confluence
For CAS-12183, in Calibrater::reRefant, fixed broken assignment of user-specified refant list by using CASA Array::reference. Also fixed some typos in log messages emitted by the calibrater tool rerefant function.
added req_test for rerefant to the Cmake and unittest list files and removed the old rerefant test
added the updated test_req_task_rerefant to casa6
Renamed modified test_rerefant to test_req_task_rerefant
Merged the req_test contents into the test_rerefant
