  Introduce parsecallibfile to calibrater tool which uses more advanced parsing from synthesis/CalLibary/CalLibraryTools to parse cal library files rather than the original ad hoc python parsing (which, e.g., garbles spaces in field names and similar).  Use cb.parsecallibfile in applycal.
  In SolvableVisCal::setCallib, create a real ct_ NewCalTable object (not in memory!) because the SolvableVisCal protected scope needs this (e.g., in some derived classes, like KAntPosJones and SingleDishSkyCal, and possibly others).  Prior to this commit, the Cal Library context was not bothering to create the ct_ object because the CLPatchPanel made its own.
  Local specialization of VBOKforCalApply in EJones was not necessary and caused a crash, so removed.  Also removed EJones' private spwOK_ data member and (public!) accessor function, since this caused the confusion.  In EJones::specify, where spwOK_ private data was used, replaced with a local variable spwFound_, thus completely eliminating the potential for confusion with the broader spwOK regime (which will deprecate, in any case).
  For docallib=True, KantposJones now overrides with internal spwmap since ant pos corrections are not spw-dependent.
  Handle exclusivity correctly in VisEquation::collapse2 for solving. Also removed some stray debugging lines and added a console message when no unflagged data is available for a solution.
  In VisCal::corrupt2, be agnostic (don't correct) if calAvailable=False. This enables solve to work with exclusive calibration via CalLibrary (CAS-10977).
  Further improvements to CalLibrary "exclusivity" support In particular, restore applymode='*strict' mode by recognizing the different between absent-but-expected calibration (according to the cal library entry) and merely absent.  Flagging of data due to absent calibration has been controlled by applymode='*strict', but was defeated by the initial exclusivity support, where absent meant "be agnostic" and "step over".  Now, the details of the CalLibrary entry describe what calibration is really expected, and applymode='*strict' will flag data only if the calibration was expected.  As part of this development, introduced VBOKforCalApply(VB2) method that will eventually supercede the spwOK() method in VisCal.
  Introduce tentative support for CalLibrary exclusitivity per caltable. This means the calibration infrastructure arranged for a caltable will step over VisBuffer2s which it cannot calibrate (due to lack of calibration information for the obs/fld/intent/spw combination). This is supported via use of "calAvailable()" functions which will take the place of spwOK() in this context.

  For combine='spw' context, parallel-hand delay (MBD) is now an ordinary KJones (not artificially KMBDJones), so that pivot frequency is the relevant central frequency rather than zero, thereby aligning behavior with ordinary single-spw delays.  Existing KMBDJones tables will still pivot at zero.
  Minor adjustment to bullet-proof extraction of CHAN_FREQ per spw for the phase(freq) calculation for delays.  Also added log warnings for when pre-CASA 5.3.0 delay tables are encountered.
  Introduce NewCalTable keyword containing CASA version under which the caltable is generated.  For caltable created at 5.3.0-80 or later, use delay's 'CHAN_FREQ' (normally, the spw's [or spw group's] central frequency) for correction (instead of REF_FREQUENCY) so phases pivot there.  Cross-hand MBD now pivot at center of the combined spw, not zero frequency (ordinary MBD still pivots at zero).
  Some refinements to multi-band cross-hand delay, including weighted accumulation of baselines and spws.
  Introduce MBD for cross-hand delay.

Constructing LogIO only if and when required.
LogIO constructor seems expensive.  At least makes a call to uname().
So there is a run-time hit if it is just constructred in a tight loop
(even if no log messages are produced).
