PIPE-2738: Modernize GitHub Pages deployment with official GitHub actions
Replace third-party `peaceiris/actions-gh-pages` with official
`actions/upload-pages-artifact` and `actions/deploy-pages`. Update permissions
to use pages:write + id-token:write and add deployment environment tracking.
Eliminates automatic gh-pages branch creation.
PIPE-2738: Fix pixi task parsing: reorder inline tasks before subsections
Move all inline task definitions before subsection definitions to comply
with TOML structure requirements. Fixes missing test tasks (test-unit,
test-regression, test-pltest1) in pixi task list.
PIPE-2738: disable auto-parentheses and use tilde trick for CLI task links
Set `add_function_parentheses = False` in `docs/source/conf.py` to
prevent Sphinx from automatically appending `()` to all function and
method cross-references across the documentation.
Additionally, updated all CLI task docstrings across the pipeline
(`pipeline/h*/cli/*.py`) to use the Sphinx tilde shorthand
(`:func:~pipeline.pkg.cli.task_name`). This replaces the verbose explicit
text alias format, keeping the source code clean while ensuring the
generated links correctly resolve to their fully qualified paths and
render without parentheses.
