PIPE-3120: Fix uvrange type bug from PIPE-1729 and add informative logging
- Convert fieldidstring to int before passing to uvrange() to match the expected field_id: int parameter.
- Add info-level logging to show what UV range constraint is returned, including field_id for context.
- Change exception message from warning to info level with friendlier tone.

- Remove unused spw_id parameter and update docstring
- Fix type bugs in `fluxboot.py` where field_id passed as string
instead of int to `uvrange()`
- Improve error handling in `uvrange()` with early return and

PIPE-3120: Fix uvrange constraint handling in fluxboot gaincal
Apply UV range constraints from flux.csv in the _do_gaincal else
branch when processing specific calibrator fields. Previously, this
code path left uvrange as empty string, ignoring point-source
constraints that should exclude extended baselines.
Add defensive logging for multiple field matches and missing fields
to aid debugging.
